I tried installing Debian from a DVD and also got a 'no cd - rom ' error.After two months of having that post on the forum, there are 180+ views and NO answers.My suggestion, esp if all you have is Windows, is to investigate LINUX MINT.All my Mint installs have gone very smoothly.Most of their distros are based on UBUNTU, but they have a version called LMDE based on Debian.

(I have not tried LMDE)They have instructions on how ot boot from a lIve USB.They also have instructions on how to use tools in Windows to install Mint, or at least create, bootable media.If you have a DVD drive, the easiest thing to do is to find a Live CD(download one, or buy a Linux Format magazine off the bookstand - they always have a DVD with at least one bootable LInux on it)and then work from within the lIve CD.
