Can people direct me to what characters I've missed. I'll be the first to admit I bypassed a lot of SNK characters, primarily because I've never been that involved in their games other than the Capcom vs SNK games. So, Geese, Iori, Terry, those are givens. However, there are some surprises in here as well, as far as characters and stages. No you don't have to tweak anything if you don't want to but you can tweak it that is the great thing about mugen. If you think a character is too fast or powerful then lower his speed and power in his CNS. Want to change how a move is performed then Edit his cmd file.
All you have to do is unzip the characters and stages into the proper directory then add them to the Select.def file for the pack you are using. You can use character select screens from most any fighting game ever made or custom ones made just for mugen.
